Read Putin’s Valdai remarks, and then try to picture someone like Joe Biden (or any US president within recent memory, for that matter), making such a speech.

And further consider—even if Putin is only reading text prepared by a speechwriter, what does it tell us about his expectations of the target audience? Obviously he assumes that they are educated, literate people, otherwise he would not be referring extensively to a 19th century piece of Russian literature. When is the last time any US government official made such a reference? Most of today's US electorate has neither the culture nor the inclination to hear listen to such stuff. It makes their heads hurt.
