Obviously he assumes that they are educated, literate people, otherwise he would not be referring extensively to a 19th century piece of Russian literature. When is the last time any US government official made such a reference? Most of today's US electorate has neither the culture nor the inclination to hear listen to such stuff. It makes their heads hurt.

Yes some history was bad all over the world but from my research I discovered that our Founders actually gave us a Republic, and for good reason, not a Democracy with electronic voting machines now even, which is one of the dumbest things ever from mankind.
